The County of Carroll is currently accepting sealed proposals from qualified sources to replace/upgrade the existing Board Room Audio/Visual equipment. Proposals must also address specific tangibles and other benefits which the Offerors propose to offer to Carroll County in exchange for this exclusive opportunity.
Proposals, subject to the specifications and conditions contained within the FULL RFP, will be received in the Finance Office, Libby Lineberry, 605-1 Pine Street, Hillsville, Virginia 24343 until, but no later than 2:00 p.m. Eastern Standard Time, May 21st 2012.

Invitation:
The County of Carroll Finance Office, on behalf of the Carroll County Board of Supervisors, hereby issues to qualified firms, licensed in the State of Virginia, a Request for Proposal (hereinafter referred to as “RFP"), for auditing services for the financial operations of County of Carroll, Virginia.

CARROLL COUNTY PUBLIC SERVICE AUTHORITY
OAK GROVE ROAD WATER EXTENSIONS PROJECT
Separate sealed bids for construction of the Oak Grove Road Water Extensions Project will be received by the Carroll County Public Service Authority in the Board of Supervisor’s meeting room at the Government Complex Building located at 605-2 Pine Street, Hillsville, Virginia at 2:00 p.m. on June 5, 2012 and then at said location publicly opened and read aloud.
The Base Bid includes approximately 9,400 L.F. of 8’ and smaller water lines and there is one (1) Additive Bid Item which includes approximately 1,350 L.F. of 6” water line and appurtenances.

Copies of the contract documents may be obtained at the office of Adams-Heath Engineering, Inc., 119 North Main Street, Galax, Virginia (Phone: 276-236-4588) upon payment of $150.00 for each set. Partial sets will not be issued.
Any BIDDER returning the contract documents in good condition within fourteen (14) days of bid opening will be refunded $150.00 for each complete set. Any non-bidder, subcontractor, or supplier upon so returning the contract documents will be refunded $75.00 for each set. All contracts are included in the plans.
The procedure for withdrawal of bids shall be according to provision “(ii)” contained in 11-54, Code of Virginia (1950) as amended.
If a contract is for one hundred twenty thousand dollars ($120,000) or more, or if the total value of all construction, removal, repair, or improvements undertaken by the bidder within any twelve-month period is seven hundred fifty thousand dollars ($750,000) or more, the bidder is required under Title 54, Chapter 11, Code of Virginia (1950) as amended, to show evidence of being licensed as a “Class A Contractor.” If a contract is seven thousand five hundred dollars ($7,500) or more, but less than one hundred twenty thousand dollars ($120,000), the bidder is required to show evidence of being licensed as a “Class B Contractor.” The bidder shall place on the outside of the envelope containing the bid and shall place in the bid over his signature whichever of the following notations is appropriate:
“Licensed Class A Virginia Contractor No._____________”
“Licensed Class B Virginia Contractor No. _____________”
This contract is expected to be funded in whole or in part using funds from the American Recovery and Reinvestment Act (ARRA). Section 1605 of the ARRA prohibits the use of these funds unless all iron, steel, and manufactured goods are produced in the United States. All iron and steel manufacturing processes must take place in the United States, except for metallurgical processes involving refinement of steel additives. There is no requirement for the origin of components and subcomponents of manufactured goods. Products listed at 48 CFR 25.104(a) have been determined to be unavailable in the United States and if required for the project may be purchased from foreign sources. No unauthorized use of foreign iron, steel, and/or manufactured goods will be allowed on this project.

The Carroll County Public Service Authority is soliciting proposals from qualified environmental consultants for the planning, implementation and execution of remediation work relating to contamination from underground storage tanks (UST).
