CARROLL COUNTY PUBLIC SERVICE AUTHORITY
COON RIDGE COMMUNITY WATER EXTENSIONS PROJECT

Separate sealed bids for construction of the Coon Ridge Community Water Extensions Project will be received by the Carroll County Public Service Authority in the Board of Supervisor’s meeting room at the Government Complex Building located at 605-2 Pine Street, Hillsville, Virginia on June 5, 2013 and then at said location publicly opened and read aloud. The Project is divided into two separate contracts and there will be a staggered bid opening. Bids for Contract 1 - Coon Ridge Road and Branch Lines will be received then opened at 2:00 pm. Bids for Contract 2 - Poplar Camp Road and Branch Lines will be received then opened at 3:00 pm.

Contract 1 - Coon Ridge Road and Branch Lines includes a Base Bid and Additive Bid Items.  The Contract 1 Base Bid includes approximately 42,700 LF of 8” and smaller water lines and appurtenances.  Contract 1 Additive Bid 1 includes up to 3,400 LF of 6” water line and appurtenances.  Contract 1 Additive Bid 2 involves upgrading all water meter assemblies to radio read.

Contract 2 - Poplar Camp Road and Branch Lines includes a Base Bid and Additive Bid Items.  The Contract 2 Base Bid includes approximately 30,400 LF of 8” and smaller water lines and appurtenances.  Contract 2 Additive Bid 1 includes up to 1,500 LF of 6” and smaller water line and appurtenances.  Contract 2 Additive Bid 2 involves upgrading all water meter assemblies to radio read. Contract 2 Deductive Bid 1 involves the price reduction offered if both Contracts 1 and 2 are awarded to a single contractor.

Copies of the contract documents may be obtained at the office of Adams-Heath Engineering, 119 North Main Street, Galax, Virginia (Phone: 276-236-4588) upon payment of $250.00 for each set.  Partial sets will not be issued.

Any BIDDER returning the contract documents in good condition within fourteen (14) days of bid opening will be refunded $250.00 for each complete set.  Any non-bidder, subcontractor, or supplier upon so returning the contract documents will be refunded $125.00 for each set. All contracts are included in the plans.

The procedure for withdrawal of bids shall be according to provision “(ii)” contained in 11-54, Code of Virginia (1950) as amended.

If a contract is for one hundred twenty thousand dollars ($120,000) or more, or if the total value of all construction, removal, repair, or improvements undertaken by the bidder within any twelve-month period is seven hundred fifty thousand dollars ($750,000) or more, the bidder is required under Title 54, Chapter 11, Code of Virginia (1950) as amended, to show evidence of being licensed as a “Class A Contractor”.  If a contract is seven thousand five hundred dollars ($7,500) or more, but less than one hundred twenty thousand dollars ($120,000), the bidder is required to show evidence of being licensed as a “Class B Contractor”.  The bidder shall place on the outside of the envelope containing the bid and shall place in the bid over his signature whichever of the following notations is appropriate:

                "Licensed Class A Virginia Contractor No.________________________________________”

                "Licensed Class B Virginia Contractor No.________________________________________”

An optional Pre-Bid Conference is scheduled to be held at 10:00 a.m. on May 22, 2013 in the Board of Supervisors meeting room at the Government Complex Building located at 605-2 Pine Street, Hillsville, Virginia.  Attendance is not mandatory, but all BIDDERS are encouraged to attend.
