SEALED BID Process

The following is the SEALED BID process as of April 16th, 2007....

* Requests for Sealed Bid notices will be given to Libby

* All final Sealed Bid notices and ads will be prepared by Libby

* Libby will advertise in appropriate media outlets to include posting on the Carroll County VA website

* All Sealed Bids will be received in the Administrator’s Office

* Once Sealed Bids are received, they are to be clearly marked with the current date, the person receiving the bid bid opening date and sealed with security tape

* Sealed Bids are to be placed in the Treasurer’s vault (or other secure location where there is no access from the Administrator’s office) awaiting the bid opening

* On the day of Sealed Bid opening, the Bids are to be retrieved by the Administrator’s Office. Bids should be examined for any possible tampering

* Sealed Bids are not to be opened prior to the time advertised under no circumstances

* If Sealed Bids are received after the bid opening, the bids are to be returned up opened to the bidder with a letter stating that the Bid came in too late
